The mission of the Department of Defense (DoD) has been changing over
time. In response to heightened concern shown by the public and Congress,
DoD is paying increasing attention to achieving a new environmental
mission. They have begun to cooperate with a number of federal agencies and
other groups to address this new mission, most notably the U.S. Fish and
Wildlife Service, the U.S. Environmental Protection Agency, and the Nature
Conservancy. EPA and DoD have cooperated in the past on matters
concerning toxins and hazardous waste. This report presents a new effort
between the two agencies to address the broader implications of land use on
DoD bases.
