Report by the UCAR Data Management Panel which is convinced that modernization is urgent
for the NOAA. Without modernization, NOAA will be overwhelmed by both a "firehose" of data
from new observing systems coming on line, and by already ballooning demand for data by
users.
The Panel envisions a data and information system for the future built around the basic
premise that most earth science data needed for a wide variety of research and
applications should be accessible over the network, regardless of the agency in which the
data are archived.
