In a 16-page report issued in January 1989, the
Panel on Climate and Global Change of the U.S. National Oceanic and Atmospheric
Administration, drawn from university and earth system research organizations,
advised that a revitalized NOAA is an essential element in the emerging national
program on global change in the natural environment. While NOAA is
well-positioned to assume this role, it is presently inadequately equipped and
funded, and a fundamental new vision of NOAA's priorities, customers and
orientation are needed. Request The Vision: A Rededication of NOAA
