EPA ALLOWS CREDIT TRANSFERS

A final ruling by the U.S. Environmental Protection Agency permits the transfer among companies of allowances to produce and import chlorofluorocarbons and halons restricted under the Montreal Protocol, upon approval by EPA. The rule was published in the February 9, 1989, Federal Register (pp. 6376-6379), with a solicitation of comments on an alternative procedure whereby coupons representing allowances could be transferred without EPA approval.
