RECOMMENDATIONS FOR EPA RESEARCH

Concerned with the increasing
focus on short-term research needs by the U.S. Environmental Protection Agency
to the detriment of long-term research responsibilities, particularly on global
warming and pollution prevention, Administrator Lee M. Thomas established a
committee of the EPA Science Advisory Board in 1987 to examine the problem.
Prior to his departure from EPA last month, Thomas took action to implement some
of its recommendations, published last September. (See REPORTS, this Global
Climate Change Digest issue--Feb. 1989.) The Office of Research and
Development will identify core research areas fundamental to protection of the
environment. A Research Strategy Council, composed of high-level EPA
administrators, will identify broad research directions for the agency and
advise on the balance between short-term and long-term research needs.
