One of the four policy papers
presented to President George Bush by the major national scientific bodies
suggests actions his administration should take regarding global environmental
change--global warming, tropical deforestation, acid deposition and ozone
depletion. (See REPORTS, this Global Climate Change Digest issue--Mar.
1989.) The offering of such unsolicited advice is unprecedented for the National
Academy of Science, National Academy of Engineering and the Institute of
Medicine, which also jointly developed papers on AIDS, space policy and science
