The U.S. Department of Energy has begun development of a National Energy Strategy, aimed at providing the country adequate supplies of clean, competitively priced energy into the future. National energy plans were initiated during the 1970s as a result of the Arab oil embargo. The potential for climate change will be central to developing the new strategy.

A series of five public hearings has been held since August 1989 to help define the priorities for the strategy, and to consider how environmental and energy objectives can best be met, to set DOE's research and development priorities, and to determine what energy leadership states and industry expect from the federal government. In November and December 1989, a second series will be held across the country to address specific topics. Hearing results will be compiled and made available to the public. The first draft of the strategy should be delivered to Congress and open for public comment by April 1990, and a final version submitted to the President by the following December.

DOE policy guidelines on climate change include taking aggressive action on issues for which scientific consensus exists; moving forward with measures that make sense on other grounds, where scientific uncertainty is high, and determining how to evaluate and share technological responses with developing countries.
