Reviews carbonizing and briquetting technologies that convert coal to a
smokeless, strong and low-emission briquette for domestic or commercial
application. Describes the necessary resource, technological, market and
government policy assessments for analyzing a country's coal briquetting
prospects. Concludes that coal briquetting may be used in addition to
reforestation and conservation to combat fuel wood shortages.

In a speech made at Harvard University, Norway's Prime Minister maintains
that every nation should implement domestic and international energy policies
that duly reflect the importance of energy to the environment and to general
economic and political development. Progress in the future will be fundamentally
dependent on the world's ability to cooperate despite differences in culture,
political systems and the narrow interests of individual nations. Concludes that
a low-energy future is our only option; new, renewable sources must play a more
dominant role.

Several world leaders have expressed their concerns about the problems of
global warming, acid rain, ozone depletion and sustainable development. The
United Nations Environment Program has developed a plan to achieve carbon
reductions, modeled on the Montreal Protocol for protection of the ozone layer.
This plan includes establishing national ceilings with target ratios. Two
approaches are suggested for encouraging public energy efficiency and creating
policy: 1) any project that damages the environment will be debited to restore
the environment and 2) precise values should be placed on environmental damage.
