The U.S. Department of Energy is launching a decade-long Atmospheric
Radiation Measurement Program, intended to improve the treatment of
radiative transfer in general circulation models under various cloud cover
conditions, and improve parameterization of the properties of clouds and their
formation. Proposals are solicited for instrument as well as model development
