An international study commissioned by the
Dutch government, released at the Noordwijk meeting in November 1989, proposes
standards for greenhouse gas emissions over the next century, and discusses how
industrialized and developing countries can cooperate under a global climate
convention. (See Energy Policy in the Greenhouse, REPORTS/GENERAL
