CFC Tax. Beginning in 1990, the Internal Revenue Service will be
imposing a tax on ozone-depleting chemicals that are sold, imported,
manufactured or lost to the atmosphere. The base rate is $1.37 per pound for
1990 and 1991 (rising to $2.65 in 1993 and 1994 and higher thereafter), which is
multiplied by a depletion factor depending on the substance taxed. For details

Technology Transfer Panel. The 15-member International Environmental
Technology Transfer Board, established to advise President George Bush on
transferring environmental technologies from industrialized to developing
countries, will prepare a report to be considered at the economic summit in
Houston next July. Subcommittees of the board are holding open meetings in

Clean Coal and Global Warming. In preparation for its fourth
competition for funds in the Clean Coal Technology Program, the Department of
Energy is soliciting public comment on giving greater attention to projects that
reduce greenhouse gas emissions. Nearly $600 million will be offered under a
competition to begin June 1, 1990. Public hearings are scheduled for Feb. 13 in
San Francisco and Mar. 1 in Boston. For information contact Jean Lerch, U.S. DOE
