CAIRO COMPACT ISSUED

The 400 participants at the World
Conference on Preparing for Climate Change held in Cairo, Egypt, December
1989, issued a Cairo Compact, recommending completion of a framework
climate convention as early as possible and before the 1992 United Nations
Conference on Environment and Development (now expected to be held in Brazil).
The framework convention should establish targets for reducing greenhouse gas
emissions, reforestation and energy efficiency, but individuals, groups and
nations should undertake such measures in the meantime. Affluent nations should
establish funding mechanisms to assist the response of poorer nations to the
threat of climate change, but third world nations must also do much more on
their own. The several-page compact is available from the Climate Institute (316
Pennsylvania Ave. SE., S. 403, Washington DC 20003; 202-547-0104), which
sponsored the conference along with UNEP and the Egyptian Government. The
compact also appears in Intl. Environ. Rptr., pp. 33-34, Jan. 1989.
