MARSHALL INSTITUTE REPORT

A report issued by the George C. Marshall
Institute (Scientific Perspectives on the Greenhouse Problem; GLOBAL
CLIMATE CHANGE DIGEST, REPORTS/GENERAL AND POLICY, July 1989) is causing
commotion in Washington and among respected scientists for having undue
influence on Bush Administration policy. The report, which has not undergone
scientific peer review, asserts that the observed 0.5° C warming trend of
the past century was probably caused by increased solar activity and not by
greenhouse gases. It also recommends that $100 million be committed to
supercomputers for research capable of reducing uncertainty on the problem, and
that policy decisions should be put on hold. An unofficial review by
climatologist Steven Schneider, being circulated in Washington, is critical of
the study and is helping to fuel the controversy. See "Global Warming:
