The Senate Energy and Natural Resources
Committee passed the wide-ranging energy bill introduced by Sen. Timothy Wirth
(S. 324), although its strongest requirement, a 20-percent reduction in carbon
dioxide emissions by the year 2005, was replaced by study of the consequences of
such action. The measure requires the Department of Energy to lead the forging
of a "Least Cost Energy Strategy" that will lay out plans for energy
conservation and development of renewable energy sources. It also authorizes the
national laboratories to cooperate with private industry for research and
development, and stipulates U.S. cooperation on a framework convention on
climate change by the year 1992. (See Air/Water Pollution Rep., p. 154,
