NATIONAL GOVERNORS TASK FORCE

A 12-member task force chaired by Gov. James R. Thompson Jr. of Illinois was established by the National Governor's Association last year to develop goals for addressing global climate change. At an association meeting in late February 1990, Bush administration officials declared that several of the panel's draft proposals were premature, particularly the stabilization of carbon dioxide emissions at 1990 levels by the year 2000.
