Britain's long-awaited environmental policy document, released Sept. 25, 1990, has been welcomed by industry but criticized by environmental groups. (See REPORTS, this Global Climate Change Digest issue--Nov. 1990.) The concept of a carbon tax on fossil fuels was rejected for the immediate future, and is the subject of an appendix to the main report. Energy efficiency will be given higher priority through increased funding for the U.K. Energy Office. Otherwise, continuation of existing programs is recommended.
