A bill closely resembling the Bush
Administration's National Energy Strategy (Global Climate Change Digest,
News, May 1991) was passed by the Senate Energy and Natural Resources Committee
in May 1991 (S. 1220, National Energy Security Act--amended form of S. 341).
When it reaches the Senate floor, one controversial portion of the bill is
likely to be fuel efficiency standards for vehicles. A different bill approved
by the Commerce Committee in March requires automakers to improve corporate
average fuel efficiency (CAFE) by 40% by the year 2001, while S. 1220 has a much
weaker requirement calling only for federal study of the need for such
standards. Senator Timothy Wirth attempted but failed to attach to S. 1220 a set
of global warming amendments, similar to the legislation he introduced last year
that was passed by the Senate but not the House (S. 324).
