OECD ENVIRONMENT PLAN

Environment ministers of the Organization for
Economic Cooperation and Development adopted resolutions emphasizing global
environmental protection at their Paris meeting in January, including a strong
endorsement of economic instruments such as taxes, charges and tradable permits.
They advocate a three-part approach in the coming decade: integrating economic
and environmental decision making; improving environmental performance within
the member countries; and strengthening international cooperation with nonmember
countries, especially developing countries and those in Eastern and Central
Europe undergoing transition to a market economy. OECD, which represents 24 of
the leading industrial democracies, also released a major assessment on the
state of the environment. (See Reports/International, this Global Climate
