The WORLD BANK

The World Bank, which released its second annual progress report on
the environment (see Reports/General Interest and Policy, this Global
Climate Change Digest issue--Nov. 1991), is under fire by environmental
groups because of the small amount of annual investment it devotes to promote
energy conservation and efficiency in developing countries (New Scientist,
p. 14, Oct. 19). This and other recent criticisms of the bank's environmental
policies are challenging its new environmental director, Mohamed El-Ashry,
formerly of the World Resources Institute (see interview in ibid., p.
49, Nov. 2).
