The European Commission will decide this fall how much it should commit to reducing carbon emissions after the year 2000. This article reviews results of studies contracted by the Commission in several countries to determine least-cost methods for meeting both energy needs and carbon dioxide limits between 1995 and 2010. "Clean Coal Conferences Proposed for Three Countries," Update, pp. 1-2, Spring 1991. (U.N. Centre for Sci. & Technol. for Development--CSTD, New York NY 10017; 212-963-8435). China, India and the Soviet Union, three of the world's largest coal consumers, are considering a proposal to host a series of conferences on environmentally sound coal technologies, organized by the U.N. CSTD. The conferences assume special importance in the context of global warming.

"Japan's New 'Earth 21' Program Draws Praise, Skepticism on Ability to Curb Climate Change," Intl. Environ. Rptr., p. 343, June 19, 1991; "Can Japan Put the Brakes on Global Warming?'" Sci. American, p. 98, Aug. 1991. Japan's plan for technology transfer to developing countries to reduce global warming did not receive much attention at the economic summit in Houston last October. The Japanese government arranged a conference with U.S. global warming experts at the Georgia Institute of Technology, where the plan received mixed reactions.

A new coalition of U.S. coal, electric utility and manufacturing companies, the Information Council for the Environment (ICE), is testing an advertising campaign for possible national use.
