Analysis of Past Relationships of Temperature to Hydrologic Parameters, R.L. Eddy, 38 pp., Sep. 1991. Contact Bureau of Reclamation, POB 25007, D-7923A, Denver CO 80225.

Prepared as part of the Bureau's Global Climate Change Response Program. Examined the relationship between surface temperature and precipitation, finding a weak inverse relationship explaining at best 40% of observed precipitation variability. Concludes that surface temperature is not the controlling factor for precipitation in the southern plains of the U.S.

Used a simple mass balance reservoir operation model for the California Central Valley Project (CVP) and the State Water Project, to assess possible global climate change impacts to the CVP. Based on current operations criteria, the CVP is very sensitive to climate change scenarios, such as changes in reservoir inflow from spring to winter that lead to a loss of potential water storage and dry period vulnerability.
