The EC's proposed carbon/energy tax,
which was to be conditional on the adoption of similar measures by other
industrial countries (GLOBAL CLIMATE CHANGE DIGEST, news, June 1992),
was further derailed when it failed to receive broad support at a May 26, 1992,
meeting of the EC environment ministers (Intl. Environ. Rptr., p. 346,
June 3; Global Environ. Change Rep., p. 3, June 11). A few days earlier,
seven of Europe's largest power generators had lobbied the EC for an alternative
