The climate treaty, signed at the Earth Summit, may provide the natural gas
industry an opportunity to expand its market share because new technologies
produce 30%-60% less CO2 than the same amount of energy derived from oil or
coal. The industry has been seeking new allies among leaders in the solar and
energy efficiency industries and environmentalists, leading to "open
warfare" in the fossil fuel lobby.

ingeniously circumvented John Sununu's opposition to higher energy efficiency
standards in the National Energy Strategy by promoting the voluntary use of
energy efficient lighting. More than 500 members, including 100 of the nations
1000 largest companies, have committed almost 3% of the workspace to lighting
upgrades.
