European Community energy and environment ministers meeting in December 1991 advanced the controversial energy tax a step by authorizing the European Commission to draft proposed legislation. The draft is to be ready this spring, in time for consideration prior to the June Earth Summit in Rio. Proponents of the tax feel this will demonstrate that the Community is serious about limiting CO2 emissions at 1990 levels by the year 2000. For several views on the tax proposal see Intl. Environ.
