EUROPEAN COMMUNITY TAX

The European Commission released a formal
proposal for the energy tax that has been under consideration since last
September as the main instrument for achieving the EC goal of stabilizing CO2
emissions at 1990 levels by the year 2000. But there is a hitch: the tax is
conditional on the adoption of similar measures by other industrialized
countries, particularly the U.S. and Japan. Since those countries have no
current intention to adopt such taxes, the EC tax seems to be indefinitely
postponed. (See Intl. Environ. Rptr., pp. 283-284, May 20, 1992.) About
a third of the planned CO2 reductions are to be achieved by energy efficiency
plans in the member countries, but these are off to a slow start too (New
Scientist, p. 16, Mar. 28).
