In response to the latest findings on ozone
depletion, President Bush pledged on February 11, 1992, that the U.S. would
cease the manufacture of ozone-destroying substances by the end of 1995, four
years earlier than previously scheduled. On February 22, environment ministers
of the European Community agreed to the same deadline, although some of the EC
countries favor an even earlier termination. Germany banned the sale of products
containing CFC propellants in February, which applies to foreign products only,
since German manufacturers voluntarily stopped using CFC propellants in August.
Meetings of parties to the Montreal Protocol are scheduled for April in Nairobi
and November in Copenhagen, where an advanced phase-out will be formally
