The boreal forests of Siberia provide an important carbon store, comparable to tropical forests, in addition to forming a natural heritage of international importance and driving the local and national economies. The importance of these forests to the global carbon budget must be communicated to the negotiators of international agreements on greenhouse emissions, and sustainable development must be encouraged as foreign timber corporations enter into joint venture agreements with the former Soviet republics.

Environ., 26A(4), 739, 1992, recommends checking the world laboratory standard for CO₂, which unlike other standards is presently defined by only a single method, to rule out the small likelihood of any artificial contribution to the apparent global CO₂ increase.

Space-based countermeasures for mitigating the effects of global environmental change should be considered in addition to Earth-based actions.
