An April 1992 meeting of the Organization for Economic Cooperation and Development (OECD), held in Paris to resolve differences among member countries on a climate convention, did little in that regard. The United States continued to provide the major opposition to setting targets for CO2 emissions. The final meeting of the Intergovernmental Negotiating Committee prior to the June Earth Summit was scheduled for April 30 through May 8 at the United Nations headquarters in New York.
