EC TRANSPORT PAPER

A policy paper on transport, approved by the
European Commission in October and released in December, forecasts a rise in CO2
emissions from vehicles in the European Community, despite the EC goal of
maintaining 1990 level emissions by the year 2000. It concludes that technical
measures alone will be insufficient to stabilize vehicle emissions, and suggests
mechanisms such as user fees on various types of transport. According to New
Scientist (p. 7, Jan. 2), environmentalists attacked the paper for its weak
proposals and emphasis on private as opposed to public transportation. (See also
