experts compared current estimates of the costs of potential
impacts of climate change and of mitigating greenhouse emissions,
at a major conference organized in June by the Organization for
Economic Cooperation and Development. According to accounts of
the meeting in Global Environ. Change Rep. (p. 4, June 24)
and Intl. Environ. Rptr. (p. 475, June 30), most economic
models estimate that the global average impact of a doubling in
greenhouse gases would be one or two percent of gross national
product (GNP), although the impact could be much larger in
developing countries. Depending on the type of economic model
used for the estimate, estimates of the average costs of
mitigation vary much more, ranging from no cost to at least two
percent of GNP. The conference generally agreed that a mixture of
market incentives and regulations will be needed for controlling
emissions.
