U.K. CLIMATE PLAN

A proposed program for
controlling CO2 emissions in the U.K. was released recently by the
Department of Environment. (See Reports.) The plan was the focus of a May 7
public conference, that followed a series of workshops and concluded the
consultative process on the plan. A firm program plan is to be published by the
end of this year.
At the meeting, Environment Secretary Michael Howard said that measures
already in place will take the U.K. two-thirds of the way to its CO2
reduction goal, and that the government favors market-based approaches to
reducing emissions. The organization Friends of the Earth released its own
report at the meeting, which says the government's plan misses vital
opportunities for CO2 reductions. (See Reports.)
