The U.N. Environment
Program reports that as of June 21, 1993, 166 governments had signed the
Framework Convention on Climate Change. Of these, 26 had ratified out of the 50
needed before the convention can go into effect. The U.S. organization Natural
Resources Defense Council predicts that over 40 more countries will ratify by
the end of this year, sufficient to make the treaty legally binding (Intl.
Environ. Rptr., p. 431, June 16). However, at a press conference in London,
the World Wide Fund for Nature charged that governments have not come up with
the financial commitments they made a year ago at the Earth Summit for
preventing global warming and protecting forests and endangered species (Chem.
Eng. News, pp. 5-6, June 7).
