EUROPEAN COMMUNITY TAX

Despite some movement at
an April 23 meeting of the European Community's Council of Environmental and
Energy Ministers, the proposed energy/carbon tax remains undecided. At that
meeting, four more countries (Ireland,Portugal, Spain and Greece) were convinced
to go along with a version of the tax, leaving the U.K. as the only holdout.
(See Intl. Environ. Rptr., pp. 319-320, May 5 1993). However, at a
subsequent meeting of economic and finance ministers on June 7-8, member
countries could not agree on draft statement that would have supported the tax (Global
Environ. Change Rep., p. 4, June 11). Further developments are unlikely
until a joint meeting of environment and finance ministers scheduled for
September 14.
In late May, the European Parliament approved a voluntary program designed
to improve energy efficiency and reduce carbon emissions (Intl. Environ.
Rptr., p. 406, June 2).
