RUSSIAN CARBON DIOXIDE TAX

Plans to
institute a carbon dioxide tax by autumn were announced by
Russian Environment Minister Viktor Danilov-Danilyan at an April
conference in Lucerne, Switzerland. The tax is expected to
encourage energy efficiency and lower carbon dioxide emissions;
proceeds from it will supply badly needed funds for environmental
problems. A similar tax was announced by Switzerland. At this
second Environment for Europe conference, sponsored by the U.N.
Economic Commission for Europe, the Council for Europe and the
Swiss government, environment ministers from more than 40 nations
in Europe and North America agreed on a declaration recommending
a European carbon dioxide tax. (See Intl. Environ. Rptr.,
