The currently used GWP index is subject to major conceptual
difficulties: the lifetime of part of the atmospheric CO2
is essentially infinite, and there are major uncertainties in the
lifetimes and indirect heating effects of important greenhouse
gases (which are reviewed here). Proposes an alternative index
which circumvents these difficulties, shifting emphasis away from
short-lived gases such as methane and toward CO2.

Recommends pursuit of low-cost measures that would slow
greenhouse gas emissions, and technical preparation for much
larger reductions should they be deemed necessary. The former
include greater research and development of efficient end use and
nonfossil sources; policies that encourage methane and other
hydrogen-rich fuels, especially in the developing nations;
experiments with CO2 recovery and sequestration;
technical assistance to developing and eastern European
countries.
