Elizabeth
Dowdeswell of Canada became executive director of the U.N.
Environment Program in January, replacing Moustafa Tolba, who
retired after 17 years of service. Dowdeswell had been an
assistant deputy minister for Environment Canada for atmospheric
programs. At a January briefing organized by the World Resources
Institute in Washington, she outlined how UNEP must shift its
focus from managing environmental crises (such as stratospheric
ozone depletion and climate change), to preventing them by
