CLINTON ENERGY TAX

On April 1 the Clinton Administration announced
revisions to the energy tax proposed in February as part of its economic
recovery plan (GCCD, p. 49, March). Modifications included additional
exemptions, and changes in the point of collection (particularly for coal)
closer to the end user. The latter modification was made to ensure that the tax
accomplished one of its objectives--energy conservation. An extensive analysis
of the debate over the tax, which at this point focuses on how it would be
implemented, appears in Energy, Econ. & Clim. Change, pp. 5-9,
March.
