World Energy Outlook to 2010, 1993. OECD

Examines the effects of taxes in OECD countries of $12 and $36 per barrel of oil. Concludes that a concerted effort to improve energy efficiency would generate bigger returns than modest carbon taxes, but the best approach may be a mix of policies. Discussed in New Scientist, p. 6, May 8, 1993.

World energy supply and demand grew by less than one percent between 1990 and 1991; oil consumption had its second consecutive year of growth at less than one percent. Statistics are drawn from the extensive IEA database that is also available on computer diskettes.
