Examines the effects of taxes in OECD countries of $12 and $36 per barrel of
oil. Concludes that a concerted effort to improve energy efficiency would
generate bigger returns than modest carbon taxes, but the best approach may be a

World energy supply and demand grew by less than one percent between 1990
and 1991; oil consumption had its second consecutive year of growth at less than
