U.K. COMPLETES PLAN

British environment minister John Gummer announced the last of a
set of measures intended to reduce U.K. carbon dioxide emissions
to 1990 levels by the year 2000. (See Global Climate Change
Digest, p. 111, July-Aug. 1993) Among them are dissemination of
energy efficiency information, reduction of transportation
emissions, and increasing the use of combined heat and power
(cogeneration). The announcement came a few days after Britain's
Conservative government took a beating in a local election, in
large part because voters rejected a value-added tax on domestic
heating fuel that was announced earlier this year as an emission
