Item #d94apr92
U.S.--European
Perspectives on the Climate Change Debate: Highlights of Reports
from Participants in the 1992 Environmental German Marshall Fund
Fellowship Program, 59 pp., Feb. 1994. Available from Ctr.
Clean Air Policy, 444 N. Capitol St., S. 602, Washington DC 20001
(tel: 202-624-7709; fax: 202-508-3829).
Reports on the fellows' studies of climate change mitigation
and policies in the electricity and transportation sectors in the
U.S. and Europe, including market-based mechanisms, developing
and promoting renewable energy sources, regulatory practices,
energy conservation and efficiency, and environmental policy
making.

International
Networks for Addressing Issues of Global Change, 44 pp.,
1994. Available from Sigma Xi, 99 Alexander Dr., Box 13975,
Research Triangle Pk. NC 27709.
Report from a conference (Durham, N.C., Aug 1993). Describes
actions necessary to change present worldwide trends, such as
strengthening the understanding of the interactions of physical,
chemical, biological, and socioeconomic systems, reducing poverty
and stabilizing population, and transforming the economic system
into one more benign. Suggests creation of GANN (a Global Array
of Nested Networks) of individuals to accomplish these goals.

Atmospheric
Effects of Stratospheric Aircraft: An Evaluation of NASA's
Interim Assessment, National Res. Council, 45 pp., 1994,
Natl. Academy Press, 2101 Constitution Ave. NW, Washington DC
20418 (800-624-6242 or 202-334-3313).
Gives recommendations of a special panel for modifying NASA
research on this problem. A fleet of high-speed civil transport
(HSCT) aircraft for stratospheric flight may now be technically
feasible and economically advantageous, but a major concern is
possible environmental consequences, particularly ozone depletion
or redistribution and climate effects.
Item #d94apr95
Global
Warming and Ozone Hole Controversies: A Challenge to Scientific
Judgment, F. Seitz, 34 pp., 1994, $5.50. G.C. Marshall Inst.,
1730 M St. NW, S. 502, Washington DC 20036 (tel: 202-296-9655;
fax: 202-296-9714).
The former president of the National Academy of Sciences
examines, in lay language, the seriousness of global warming and
the ozone hole. He concludes that there is sound scientific
evidence to doubt that we are in immediate danger in either case;
there is ample time to carry out much more thorough research, and
the cost to society of hasty action could be high.
Item #d94apr96
Sustaining
the Earth: Role of Multilateral Development Institutions
(Policy Essay No. 9), M.J. Williams, P.L. Petesch, 1994, $9.95.
Publications, Overseas Develop. Council, 1875 Connecticut Ave.
NW, S. 1012-A, Washington DC 20009 (tel: 202-234-8701).
Assesses implications of the 1992 Earth Summit for the system
of international development cooperation. Suggests several
reforms required of the multilateral institutions if they are to
be effective in supporting environmentally sustainable
development.

Obtain the
following from the IPIECA (Intl. Petroleum Industry Environ.
Conserv. Assoc.), Monmouth Hse., 87-93 Westbourne Grove, London
W2 4UL (tel: 071-221-2026; fax: 071-229-4948).
Summary Record: Experts' Workshop on Socio-Economic
Assessment of Climate Change, 9 pp., 1994. In Nov. 1993,
petroleum industry economists and energy analysts exchanged views
with key players involved in producing the 1995 IPCC assessment.
The IPIECA Clouds & Climate Research Programme:
1990-1994, 12 pp., Feb. 1994. Final report to IPIECA by the
U.K. Meteorological Office on experimental studies into the
microphysical and radiative properties of clouds.
IPIECA 20th Anniversary 1974-1994: Current Issues and
Future Priorities, 28 pp., Feb. 1994. Climate Change,
post-UNCED activities, and transport are three of the four major
issues for future IPIECA action.
Item #d94apr98
Accelerated
Climate Change: Sign of Peril, Test of Faith, W.E. Gibson,
Ed., World Council of Churches (WCC), 1993.
A study paper completed by a 29-member consultation group from
21 countries, convened by WCC in The Netherlands last October.
Emphasizes the injustice of economic relationships between
countries of the North and the South and the excess consumption
of the North, factors which must figure into mitigation measures.
Summarized by W.E. Gibson in EcoJustice Quarterly (pp.
10-11, 19, Winter 1993-94). For information contact him at the
editorial office (Taylor Hall, Cornell Univ., Ithaca NY 14853;

Tiempo Resource Service, Attn: Mick Kelly, Sch. Environ. Sci.,
Univ. E. Anglia, Norwich NR4 7TJ, UK. Donation of £5 requested.

headquartered in Lincoln, Nebraska) was created to further the
efforts to make the program truly national in scope.
