Negotiations in Geneva during March finally led to agreement on
the new governing structure for the Global Environment Facility,
the funding mechanism for projects in developing countries on
climate change, ozone depletion and biodiversity. A new 32-member
governing council will include 14 seats for donor
(industrialized) countries, 16 seats for developing countries,
and two seats representing Eastern Europe and the former Soviet
Union. Decisions must be passed by 60 percent of the member
states and by a majority representing 60 percent of the GEF
contributions, a system intended to give both donors and
recipients veto power and encourage decisions by consensus.
Donor countries pledged $2 billion in funding over the next
three years; the U.S. will be the largest contributor, followed
closely by Japan.
