The
United Nations Framework Convention on Climate Change (FCCC)
entered into force on March 21, 1994, with ratifications on file
from 58 signatories. Within six months of this date,
industrialized countries must submit national plans for meeting
the current treaty commitment--reducing greenhouse gas emissions
to 1990 levels by the year 2000.
The FCCC secretariat has launched an Information Exchange
System on Country Activities on Climate Change (CLIMEX), which
will act as a clearinghouse for general information, national
data, and funding sources among developed and developing
