Concern
over U.S. plan: Recent data from the Department of Energy
shows that energy-related carbon emissions in 1993 were nearly as
high as projected for 1996 under the U.S. Climate Change
Action Plan, leading some to question whether the plan will
enable the U.S. to limit emissions in the year 2000 to 1990
levels. Extensive analysis of this question is found in Energy,
Econ. & Clim. Change, pp. 2-6, Mar. 1994, based on a
newly released technical supplement to the action plan and other

IPCC assessment: The Intergovernmental Panel on Climate
Change will publish a second assessment of scientific
understanding in September 1995. The first article in this
month's Professional Publications section solicits contributions
to the assessment.

Demand-side
management of energy (DSM) is the concern of a recent program
launched by 13 member countries of the International Energy
Agency, along with the Commission of the European Communities,
and Korea. The goal is to help DSM technologies reach their full
market potential. Both utilities and governments will be
