The
European Union (formerly the European Community) ratified the
climate convention on December 16 as a single entity, without
settling the controversy over a proposed energy tax. Several
European countries were holding out for a resolution of the tax
question before the EU signed the convention, but yielded after
several proposed modifications to the tax failed to make headway
last fall, and fulfillment of the ratification requirement for
the convention appeared imminent in December. In ratifying, EU
environment ministers agreed to consider alternative methods for
achieving their emissions reduction goal, while continuing work
on the energy tax proposal.
