Global warming policies based on reducing domestic greenhouse
gas emissions ignore the carbon embodied in international trade
flows, which could be important if emission reduction schemes
include only a subset of emitting countries. This analysis shows,
and discusses implications of the finding, that a significant
amount (about 13%) of the total carbon emissions of the six
largest OECD countries is embodied in manufactured imports.
