At the sixth meeting of the parties to the Montreal Protocol in Nairobi (Oct. 3-7), developing countries protested the slow pace at which developed countries are coming up with the funds they have promised for technology transfer. (See Global Environ. Change Rep., p. 4, Oct. 14; Intl. Environ. Rptr., pp. 841-842, Oct. 19.) Shortly before the meeting, the Indian Minister for Environment and Forests threatened that India may withdraw from the protocol if developed countries default on their pledges for funds (ibid., pp. 849-850).
