About two
dozen proposals for joint implementation projects were submitted
in October by businesses for evaluation under the U.S. Initiative
on Joint Implementation (US IJI). The initiative constitutes a
pilot program conducted under the Framework Convention on Climate
Change. Proposals cover a wide range of activities and regions of
the world; more proposals will be considered in the future. See Intl.

One project already underway is the Russian/USA Forestry and
Climate Change Project (RUSAFOR), supported by the U.S. EPA
Climate Change Division and coordinated by Oregon State
University and the Russian Federal Forest Service. So far, 1,250
acres of marginal farmland near Moscow have been planted with
tree seedlings that will remove carbon from the atmosphere.
RUSAFOR is a demonstration project for the utility industry;
utilities may become involved now as a cost-effective way of
achieving carbon emission offset credits. Contact Ted Vinson,
