EUROPEAN UNION TAX

On May 10 the European
Commission outlined a revised plan that requires each member country to
institute carbon/energy taxes, but allows the tax to be set at zero until the
year 2000. Denmark, Austria and Finland already have such taxes, and the
Commission hopes that in a few years other European countries will feel the
pressure to do likewise. Attempts to pass a union-wide tax came to a halt in
late 1994 after several years of discussion. (Global Climate Change Digest,
p. 12, Jan.) The plan must be approved unanimously by the Council of Economic
and Financial Ministers to go into effect.
