Suggests that the "no regrets" policy in the
National Greenhouse Response Strategy is likely to achieve only
30% of Australia's emission reduction commitment under the
climate change convention.

Recommends emission reduction strategies such as improvements
in energy efficiency and conservation programs, expansion of tree
planting, and testing the cost effectiveness of joint
implementation. Notes that the national research program lacks
attention to policy-relevant climate issues critical to Illinois,
such as economic, social and environmental impacts of climate
change. More state-focused monitoring and applied research are
needed. Other actions, considered insurance policies, include
revision of water laws to deal with scarcity, consideration of
climate change in the design of infrastructure, and development
of educational materials.
