CANADIAN ACTION PLAN

Federal
and provincial environment and energy ministers approved a draft
national action plan to be presented at the first meeting of the
Conference of Parties to the climate convention in Berlin. (See
REPORTS/CANADA.) The program relies mainly on voluntary
approaches to stabilizing greenhouse gas emissions at 1990 levels
by the year 2000, the commitment made by Canada at the 1992 Earth
Summit. The plan also employs joint implementation projects.
Recent information supplied to the environment and energy
ministers shows that Canada's emissions will be 13 percent higher
than 1990 levels if no further actions (beyond those in the plan)

The Alliance for Responsible Environmental Alternatives (AREA)
was created in Canada last October to encourage a balance between
environmental and economic considerations as Canada formulates
its federal actions on climate change. Members are mainly
energy-related industries, but also include municipalities, legal
firms and chambers of commerce. The group recently issued a paper
describing its approach to climate policy. (See REPORTS/CANADA.)
